Honestly, I went into Chapter 60 expecting a continuation of the political tension surrounding Garden, Yutaro Urashima, and President Maezono. Instead, the chapter basically pulled the floor out from under everything. Public Security agents, fabricated identities, secret surveillance networks, the mysterious “Ice Men,” and a decade-long coma all suddenly became part of the same puzzle.
And now we are left with War of the Adults Chapter 61, which could be one of the most important chapters of this arc.

In other words, waiting a full week for the next chapter feels particularly cruel.
Chapter 60 Was Basically a Giant Information Bomb
What I liked most about Chapter 60 is that it didn’t rely on one giant reveal. Instead, it kept adding pieces to the puzzle until the entire political structure of the series started looking completely different.
The biggest revelations involve:
- Mitsuru Onda’s true identity
- The classified “Ice Men” program
- Yutaro Urashima’s mysterious coma
- The real purpose of the Yutaro fan club
- Shinobu’s connection to the investigation
- Shiratori’s underground activities
- The possibility that Yutaro is in immediate danger
And somehow, the chapter still finds time for a cigarette scene that might be one of the coldest moments in the entire manga.
Mitsuru Onda Was Never Just a Normal College Student
Let’s start with Mitsuru because her reveal completely changes how I view her previous appearances.
For a large portion of the story, Mitsuru appeared to be another relatively ordinary person within Shinobu and Yutaro’s wider circle. Chapter 60 finally pulls away that disguise.
She is actually a Public Security Bureau operative who has been maintaining a carefully constructed civilian identity.
And she isn’t just some low-level investigator.
Mitsuru belongs to a highly specialized group known as the “Ice Men.”
The name sounds dramatic, but the chapter actually gives it some terrifying meaning. These agents are capable of suppressing their emotional responses and completely changing the atmosphere around them when they abandon their civilian personas.
That moment when Mitsuru removes her glasses and starts speaking to Shinobu like a completely different person genuinely got me.
It is not simply a personality change. The manga makes it feel as if the person Shinobu thought he knew disappears entirely.
Shinobu Finally Shows Why He Is Called the Ice Man
The interrogation scene is probably my favorite part of the chapter.
Shinobu is tied to a chair, completely outmatched physically, and staring directly at an operative who has apparently been monitoring his circle for years.
Normally, Shinobu’s sarcasm is his armor.
Here, that armor starts cracking.
Mitsuru calls him out and demands that he stop pretending to be harmless. She even uses his underground nickname, “Ice Man.”
That is important because Shinobu spends much of the chapter looking like the victim.
But then he realizes something.
If Mitsuru is revealing this much information, there is probably a reason.
His conclusion is terrifyingly simple: he is about to be erased.
And then, instead of begging, Shinobu asks:
“Why don’t we make a deal?”
That ending instantly reminded me why Shinobu is such an interesting character. Even when the situation looks completely hopeless, he is still calculating.
I don’t believe that line was desperation.
I think Shinobu has one last card.
Yutaro Urashima’s Coma Changes Everything
The flashback involving Yutaro might be the single biggest piece of lore in Chapter 60.
Five years earlier, Mitsuru was already working under the Public Security Bureau. Her assignment involved monitoring Yutaro Urashima, the man connected to the ideological foundation of Garden.
Then comes the shocking detail:
Yutaro has reportedly been in a coma for more than ten years.
This revelation creates so many questions.
If Yutaro has been unconscious for more than a decade, how much of Garden’s ideology was actually created by his original teachings? Who has been interpreting those teachings? And more importantly, who benefits from keeping him alive?
The Bureau’s concern about Yutaro being exploited by Anti-Garden factions also suggests that his symbolic importance is far greater than we previously understood.
He may not simply be a character.
He may be the living foundation of an entire political system.
The Yutaro Fan Club Was a Trap
This was probably the most unexpectedly sinister reveal.
What initially looked like an innocent online community surrounding Yutaro was apparently being monitored and manipulated by government operatives.
Mitsuru infiltrated the group and became Member No. 1.
Shinobu eventually became Member No. 2.
That seemingly harmless numbering suddenly becomes much darker when we understand that the Bureau was using the community as a honeypot for potential dissidents.
The idea is pretty clever.
Rather than hunting anti-Garden groups directly, the authorities created an environment where dissatisfied people would naturally gather. Then they could observe who joined, what they believed, and who might eventually become dangerous.
The fan club wasn’t really a fan club.
It was surveillance infrastructure disguised as a social community.
And honestly, that makes some of the earlier scenes feel completely different in retrospect.
Shiratori Was Already Watching
The story then introduces another major complication.
Mitsuru’s operation around Minako Otohime is disrupted when Shiratori appears.
Minako is revealed to have an underground identity connected to the so-called Church of the Surprise Turtle Ninja, and Shiratori’s group has been investigating Garden’s darker side.
This means the Bureau wasn’t the only organization collecting information.
There were multiple factions watching each other.
That is exactly why Chapter 60 feels more like a spy thriller than a conventional dystopian manga.
Nobody seems to possess the entire truth.
Everyone has a partial version of it.
And everyone is trying to figure out who is lying.
Oji’s Final Message Is the Real Cliffhanger
While Shinobu is fighting for his life, another crisis is developing elsewhere.
Aira and Yukino are preparing to infiltrate an elite corporate event because they believe their friends may be trapped there.
Meanwhile, Oji receives information that appears to concern Yutaro.
Her emotional breakdown is one of the strongest scenes in the chapter.
She sends a desperate message indicating that Yutaro is in serious danger and that the resort may be the key to reaching him.
The chapter deliberately refuses to explain exactly what happened.
That is what makes it so effective.
We don’t know whether Yutaro has been physically moved, whether the Bureau has discovered the group’s plans, or whether something much worse has happened to him.
The story simply cuts away.
And yes, I absolutely hated that cliffhanger.
My Chapter 61 Predictions
If I had to bet on what happens next, I would focus on three possibilities.
1. Shinobu Will Negotiate Instead of Fighting
I don’t believe Shinobu’s “deal” is going to be a simple attempt to survive.
He probably knows something Mitsuru needs.
His knowledge of Garden, Shiratori’s faction, or the old surveillance network could give him enough leverage to delay his execution.
The interesting question is whether Mitsuru actually believes him.
2. Yutaro Is Probably Being Moved
Oji’s message strongly suggests that Yutaro’s location has changed.
I think Chapter 61 will finally connect the mysterious resort event with Yutaro’s condition.
If the resort is really being used as a controlled environment by Maezono’s organization, then Aira and Yukino may unknowingly be walking directly into the center of the conspiracy.
3. The Traitor Reveal Could Be Coming
The references to Taro’s psychological collapse and the mysterious betrayal feel far too deliberate to ignore.
Someone inside the wider group has apparently betrayed the others.
I wouldn’t be surprised if Chapter 61 gives us the first concrete clue about that person’s identity.
I am especially suspicious of characters who have remained unusually close to the main group while knowing more about Garden than they should.

Why Chapter 61 Could Be So Important
What makes this arc exciting for me is that the manga is no longer presenting a simple conflict between Garden and its opponents.
There are multiple layers of deception now.
The Public Security Bureau is manipulating communities. Shiratori is conducting his own investigation. Mitsuru has spent years undercover. Shinobu appears to have been monitored for much longer than expected. Meanwhile, Yutaro’s existence has become a political weapon.
And President Maezono is sitting somewhere near the center of all of it.
That’s a fantastic setup for the next chapter.
More importantly, I don’t think the author is going to answer every mystery immediately. Chapter 60 created too many questions for everything to be resolved in one chapter. I expect Chapter 61 to focus on the immediate consequences: Shinobu’s negotiation, the resort operation, and the status of Yutaro.
Final Thoughts
War of the Adults Chapter 60 completely changed the way I see the series.
Before this chapter, I saw the story primarily as a dark political thriller with a complicated mystery surrounding Garden. Now it feels much closer to a full-scale intelligence war where almost every character could be hiding another identity.
Mitsuru’s reveal was excellent, but the Yutaro revelation is what really sticks with me.
A man who has supposedly been unconscious for more than ten years has somehow become the ideological center of an enormous conflict.
That’s insane.
And then there is Shinobu.
He is tied to a chair, knows he might be killed, watches Mitsuru reveal the truth about his entire past, and his response is basically: let’s negotiate.
That is exactly where I want Chapter 61 to begin.
If the next chapter follows through on these cliffhangers, we could be looking at one of the most important installments of the entire War of the Adults storyline.
